because there's a chance that you could just give tons of weak powers to wolves who can coordinate potentially use them to great effect, and the guarantee that not everyone gets a weak power.
basically it makes it a game of do you trust the person that you are paired with, which was the whole point anyways.
my worry is that humans will have more incentive to betray, even if they feel the other player is a human, but I do consider this to be an improvement, is this rule official or are you just testing the waters?

the problem with suggesting that everyone trust one another immediately was multilayered:
1) wolves would trust because it makes them seem human.
2) humans would trust because they'd get a power anyway.
3) no point in betraying because everyone gets a power this way.
4) the more powers available, the more chances for something to happen and keep players entertained.
By limiting it to a single person two players have to choose to allow one of them, whatever they are, to get a role they know is not as good as the one they'd get if they betrayed someone who trusted them.

if the gut instinct is to betray, that's fine, because then it becomes a game of do you trust your partner
