A decade and a half has passed since the events of the big shell. Eugenics has taken off and armies are massed consisting of clones. Countries dedicate previously conquered lands for combat, which decide the outcome of disagreements. Mini-metal gear weapons have become prevalent as the standard heavy assault vehicle of choice for all standing armies. Gone are the days when a super weapon metal gear, with stealth nuclear capability, could put a stranglehold on world economics.
Philanthropy, consisting of Otacon, an aging solid snake, and Jack (aka Raiden), have shrugged off their neutral stance and have taken a do-good terrorist alignment to keeping the world's major countries in check. After seizing control of the Genome soldier project from Solidus Snake following the big shell incident, Philanthropy has used its intelligent army of Genome soldiers to surgically strike governments, and interfere in wars, aiding the lesser of the two evils.
However now, the terrorist group Dead Cell has again come together to bring the world to its knees. Using a software bug purposely implanted in the metal gear armies by The Patriots, and seized by Philanthropy, Dead Cell threatens to take control of all metal gear mechs in use today. Dead Cell has infiltrated Philanthropy using holographic skin projection suits (anyone seen A Scanner Darkly??), like those used by the heads of Philanthropy. It is from within Philanthropy's head quarters that they will control the metal gear mechs.
In the ensuing chaos of the Dead Cell invasion the 12 strongest Genome soldiers, the members of Dead Cell, and Philanthropy have become mixed up.
Every hour the members of the group will put to vote who to shoot and tear off their holographic camo.
