    make a page with all the rules when you go to register, and at the bottom are 5 questions with answers you would only know if they read the rules close, and if they don't get 5/5 when they click "grade and complete registration" Say "you didn't read the rules close enough, try again or take your illiterateness somewhere else" or something like that.

                                    I don't really care either way. Whether the problems get fixed or the chat goes down doesn't matter to me, as long as something happens to the chat so I never have to hear about it on the forums again.
