That's why in my state "Illinois", they had a event where everyone gathered and wanted to have a rule where the right to bear arms was minimized. A person may buy a pistol once a year or so.

My point is that the system set up for the legal purchase of guns is set up to prevent those mentally unstable people from getting guns. And the voucher that this is giving out still requires the people trying to get the gun to go through the proper background checks and physiological needed to even be able to own a gun.
Those mentally unstable people who get and commit crimes with guns always get the guns illegally, and therefore could not get an AK47 or ANY other gun for that matter with the voucher that is ONLY good at these stores that are legally licensed to sell guns, who will not sell the gun to the people who are not recognized as mentally fit by the test.
