I have a problem with the fact that you claim just holding the gun will make someone want to kill people. That is simply untrue of a normal mentally healthy person, who coincidentally are the type of people who pass the examination needed to even own the AK, much less receiving a license to carry concealed fire arms.

I don't know how many times you have shot a firearm, but I've seen people who even paintballed and went all weird. Some people at the place I played even discussed on how paintballing makes them want to join the army and shoot people. That's an example right there. Now if a paintball gun can do that, what do you think a real gun is gonna do? A lot more. And as for your first question, they have a voucher correct? The person may use that to get anything from any gun store. I didn't realize he used "Ak-47" just as a reference. That was my mistake, but basically he's giving you money so you can go to a gun store and buy a weapon. It's funny how he chose one of the dangerous rifles as an attention getter.
