Assuming there aren't biases in the data (which is a big assumption), these numbers are statistical averages. There's no stereotyping or racism in data, it's just data. Stereotypes only come into play when someone starts believing that they apply to everyone of that group, and starts treating strangers differently because of it.

Nobody has mentioned this yet IIRC, but I think one reason the USA is ranked so low is that we have a lot of overweight people (the most of any highly industrialized country). Gaining weight may not affect the actual internal length of the penis, but having more fat under the skin near the base can decrease the measured length by as much as a few inches, because it's measured without pushing the ruler into the stomach area. Also, obesity is linked to low testosterone in men, and low testosterone during childhood and puberty is also linked to a small penis. So if you're overweight early in life as well, that's a double whammy.
