The problem with shoving all files for the same song into one is that there's a good chance they're all completely differently synced. For example, Detri's file is a skittles explosion of a file and it's not possible to merge any other charts along with his without completely resyncing and reworking either of the files to match it accordingly.
And there's also the whole psychological factor of automatic decision making where pretty much every player in existence only plays the hardest difficulty and ignores every other chart. If you somehow manage to slap everything into 1 file, only 1 chart will be played I almost guarantee it (I've been observing this for years and it's happened every single time).
TBH, the only solution is to keep the files as separate unless whoever stepped the files are okay with a collab/merge.
