Before I take this issue to my student council so they can take it to adminstiration.

At what point does something become extreme or excessive?

Ex1. One teacher allows a black haired girl to dye her hair a natural looking blonde while another student was suspended for it.

Ex2. I have a lot of friends with spiked hair but some teachers send students straight to the office for it.

It would seem that the rules are at the discretion of the staff.

But that allows teachers to be biased and/or racist.

I don't want to lose this argument because I say something stupid so I need help on providing a good agrument to be presented.

Anything helps since I want to dye my hair but don't want to get suspended for it...
