-The principal only reinforces it, really. The school district and state/provisional government above it are the ones who set the laws and rules in place. On top of that, he can't have full control over his staff. He doesn't sit in their classroom 24/7.
-If it looked like I aimed to insult, then mybad, but I still don't think that sueing would be the best solution. Hell, if you tell your administrative staff, you could get the teacher punished or fired as opposed to the half-and-half situation of a civil suit. Filing the suit to begin with, convincing the court that the teacher commited a racist/biased act, hiring an attorney, etc. Telling the admins would simply get them to stop; you haven't addressed any other problems with the whole teacher situation, so I'm assuming that this might be the only problem.

And honestly, unless you're psychologically harmed, you really don't need the money that comes with a civil suit. I've seen foolish reasons to sue, and they've earned the peoples lots of money, so it might happen. However, all that mess just isn't worth it.

Gaining wealth is one of the last things on my mind right now. It's best to maintain your wealth before you aim to increase it.
