edit: Sorry guys, I just found out that it only works with residents of your own town. Which means the "proper" way of doing it would be to visit her yourself 20 times when she randomly comes. That could take months and months.

Apparently what most people do is create a new character, get a fortune told, save, then delete that character, and repeat the process 20 times. The mayor has to have the fortune told after those 20 times in order to get a public project recommendation.
