I found him pretty tough too, though in order to beat him I had to use the reverse technique coupled with running far enough away to heal (I was usually able to get back into the fight before he'd recovered more health than I'd dealt in the previous iteration of the strategy). You can bet I wasn't going to leave without beating him after the tedium of having to find him.
I feel you. I'm usually an idiot when it comes to boss strategies, so I make the game way more difficult than it needs to be. Knowing this about myself, my strategy for a good half of XII was to get the quickenings for everybody super quickly and just wipe them out with a couple of them.
Side note: I never owned the original Playstation, so many of the pre-X FF games I never got a chance to play, and I've yet to get around to them. Hence why many of my comments will be in regards to the PS2 era of the games.
