Oh, I thought that each player would have to sign up as a substitute on that list in order to participate, instead of waiting a full game. You know?

It doesn't matter anymore. Served, or withdrawn he's cleared both.

I was kinda thinking skipping a game (kinda like serving a ban) should also fufill the requierment for being a sub since it's a greater punishment.

Hmm... I guess not... So instead perhaps it should state one game miss requirement? instead of replacement sign up requirement?

I think it's fine how it is. As a sub, they still have the chance to play, which is diferent from skipping the game entierly.
