It's fine to do this, but it's best if you warn people during signups that it might happen, 'cause people expect a tournament to just be the norm if you don't...you shouldn't honestly be surprised that people are quitting

uhm anyone who quits because of the fact that you have to xmod this song is a retard. it's not even hard lmao (no i don't play much x-mod), it's not like you have to learn where the bpm tricks are or read really fast or slow, i remember AAing this sightread xmod a while back, it's very easy. also, this is the second ****ing round, if you're a somewhat decent player do you think you'll go out this round because you're bad at xmodding? no, you won't, i can assure you that there are probably some dudes in this tournament that aren't very good and they will get a worse score than you so just play the song once or twice, send your score in and focus on the next round instead.
