You shouldn't make simfiles with the record feature of Stepmania. They're coming out horribly synced.
Read the Ultimate Simfile FAQ in the Simulator Files Forum. Study it, make sense of it. READ THE WHOLE THING.
Make simfiles without using record. Stick to 4ths, 8ths, and 16ths (red, blue, yellow arrows). Get the right bpm and gap, so that the red arrows follow the beat. Use 8ths and 16ths only when necessary. As you get better, you can start making more complex streams and stuff, but make sure everything is on sync!
Also, NEVER GO BACK TO USING RECORD!
