You will want to adjust Global Offset until you find a comfortable number to work with. Global Offset adjusts the timing of the music with the receptors on-screen, to account for lag or other reasons music itself may be out of sync. Judge offset changes the physical location of the judgment windows that are aligned with the receptors, and how the accuracy of your notes are scored. If you are consistently off in accuracy but the music sounds in-sync, then you change Judge Offset. The 'auto' button below it automatically adjusts it to what the game thinks it should be after every played game that has more than 50 notes.
