1. I take it this was filmed in California due to all the hills and graffiti

It was filmed in Chile, which is where the city Valparaiso is at. It's an annual event.

Watching this makes me wish i still had a bike and motivation to ride it around. This looks like it would be pretty fun actually, although the layout here isn't anything like what you'd find in Chile.
