u need the latest version of stepmania to do them, at least the way i learned it, my ver is 3.9, it has an option called stepmania tools when u install it, u have to click that and a window with options will appear, then u go to create song option, its the last one. then u pick an mp3 and it will automatically go to a folder named "My creations" on the songs folder, then u enter stepmania and choose edit/sync songs and u look for the group and the song then from that on u have to look out for it, i recommend u visit this page for a better explanation lol ^^ : http://www.stepmania.com/wiki/Create_Your_Own_Songs#Create_Your_Own_Songs_Tutorial
