As for the rest, I had to upload it to my old account because the size gets smaller when I upload it to photobucket/etc.

That's what your profile will look like.
All you need to do now is right click on the leg of the Hayabusa character guy (or whatever) and select "View background image" When that pops up, save it.
Upload the banner and BG together and your profile should look like that.
I couldn't think of where to put the white FFR arrows, though. :\ It didn't seem like it would match. If you want me to add it anyways let me know, along with any other things you want me to edit.
