nono, he's not talking about cheating in that aspect; that's how I took it the first time too. He's talking about the fact that I let a few people out scotfree with no punishment (YoshL, Anaru, random D2 botter, etc) last tournament. For safety's sake, these players won't be allowed to compete in the 10th official.

They were, but I also indicated that I was going to blacklist/ban them as well, and I didn't do that. I will be holding true to that this time around, though.

Paypal handles everything, there's no possible way for anyone to take more than you agree to. Whether you trust Paypal to not screw things up is a different matter, but it's not likely.

i can understand yoshl and anaru not getting blacklisted/banned because 1 yoshl is a p. important staff member and 2 doing anything to anaru is absolutely futile lol
