If the chance of disease is higher (which could be proven true or false by science) then it could be a public concern. This goes for any type of sexual behavior.

Being male increases your risk for many diseases. In fact, the effect is so strong that the average woman is expected to live 5 years more than the average man. I think we should outlaw men in the interest of public safety.

many STDs probably wouldnt exist if someone at some point didn't have sex with a animal. Isn't that the source of AIDS, syphillis and possibly Ebola? Id say that act is dangerous enough for humanity to be banned.

But Uganda is outlawing homosexuality, not eating shit. Corpophagia is just a tool used to otherize gays by relating them to acts that many would find disgusting. I doubt the safety of public health is really at the forefront of the minds of the Ugandan Government when they decided to pass the kill the gays bill. Even if health concern was a priority, that's still a shitty argument for killing people.
