Idk seems like he wants to keep you alive in hopes you would potentially drop more useful information in later phases, where as in his mind Zenith is just being toxic. It would make sense to go after the more detrimental player over the higher of the two wolf leans in my mind. That's how I'm interpreting it anyway.

Or we could look at it this way: say he votes you as his top wolf and nobody else jumps on, would he just keep his vote there knowing it's not going to result in anything? He most likely realized Zenith would be a lynch more likely to be pushed through and voted accordingly.
