Providing no reasoning certainly doesn't help your cause. If a file like Jeanie and Caroline can fit as a 66, there's absolutely no reason why Quark can't be a 66. It has interlaced 16ths in between jumps, just like J&C, only has a few bursts that are -very- easy to transition into and out of (J&C isn't quite as forgiving), and is overall slower. There's absolutely no reason for this to be any higher -- Quark is perfectly fine as a 66.
