Why aren't rates above 1.0 counting for scores?

I understand ranks lower than 1.0 not counting, but higher? Makes very little sense. I think we can agree that making rate scores count towards level ranks would make completing said level ranks much more enjoyable. I can't think of an instance where someone who can AAA a song on 1.2 would get a worse score on 1.0.
