        I think widespread -enforcement- of the Patriot Act would have done it.

        But they all said "-I- am not a terrorist and -I- don't do anything wrong, so why should I worry?" and then mostly they didn't have to worry. So they didn't care.

            Then all you have to do to pass draconian measures is simply let people accomodate to shit before making the next move. What a bright future awaits us!
