The reqs for Vet were 3 years and 300 million points. Looks like the server did not care at what point of 2008 I joined, just that the year difference was >= 3 . Also, I was (will continue to be when it comes back) a subscriber. Maybe that had something to do with it?

I think that's the case--Because a lot of us had our subscriptions going during the downtime, I think that's part of the reason why.

Technically possible to get <= 100 boos and pass the song with a lower combo than his current to get a lower score. Probably did a run with tons of misses and under 100 boos and improved it after.

Definitely true.

The current boo count on OMW for my best score is 23, but that doesn't mean I've never gotten under 23 boos on the song.

Piggybacking on everyone else, I don't see anything wrong with levelranks/token levelranks/tokens. Does it show who blacklisted, Velo? Maybe they know.
