The perfect windows overlap, like so:
|av|gd|pf|gd|gd-miss|miss|
.........|av|gd|pf|gd-miss|miss|
As you can see, the perfect window is covered by the average window of the next arrow. The second arrow takes precedence over the first, so if you were to hit a perfect on the first arrow, it would register an average for the next arrow and completely ignore the first, giving you a miss.
