Putting in my own input. I own 2 machines, ITG, Supernova, DDRE. The Super Nova and DDRE is in one machine, you have to switch drives. Don't ask me how I got them, I have alot of connections and good money. Anyways.

DDR is for beginers that are just learning. Saying that I have to refer to ITG, ITG also has an exelent beginers program. ITG can be played by people just starting and learn fast with its programing.

But! In terms of difficulty and such, ITG takes the gold anyday.

1-ITG has overall harder and faster songs. Refering to the basics as Vertex2(squared) and Legend of Trance(modified from card).
2-ITG includes not only steps, but hands must be used. Pressing a continueous 3 step combos in some songs.
3-As a machine, ITG has better programing. DDR has lots of trouble in compatibility and only accepts DDR approved songs. ITG allows you to install songs you've created or found. Even on my machine i've put a couple stepmania songs on it. Of course completing an actual Stepmania song with your feet is a whole nother story
4-DDR has mostly same step combinations. Rarely showing an 8th step.
5-Almost forgot about the mods. ITG has a massive ammount of mods and options you can add. Everything from boomerang to alternate. Having your arrows fade out is about all you can do in DDR. In ITG you can have arrows Boomerang while blinking in an alternate setting with the arrows spinning and shaking from side to side as a regular step pattern.

Thats just my input. I don't know if it helps much, but I vote ITG.
