Yeah, nuking Corner Brook isn't a good plan. The bomb itself would probably kill only 50,000 people at most and nuclear fallout would spill only on Greenland and Iceland. Nuking New York or Washington seems like the best choice in that situation.

Wouldn't be surprised if the solution is something to the effect of If anyone can crack this, I won't have to set off any nuclear bombs or whatever. Can crack works with a single bijection, but the rest doesn't. Bombs doesn't work even if each word has a different bijection, which is too bad, because I liked the fit of nuclear bombs.

I don't know why I kept trying to solve it the way I was trying to solve it before. My post earlier wasn't acknowledged, so it must have been wrong. Was using excel to test different functions, hoping to find a pattern, but never getting there.

All I can think is that numbers in the original code or in various comments, like the "550 megaton RT-2PM Topol SS-25 Sickle ICBM warhead" thing might be in the function, because I'm not sure what else these "hints" could have been ... but, yeah.

Could write a program to test functions, but I don't really want to go that deep into trying a million possibilities if "your grandmother could solve it".
