Having similar usernames isn't against the rules. I highly doubt that user was trying to impersonate you.

Like, there are 2 vash people here. And one day I was playing CS:S and a guy had the name Vash, and I asked him if he came here and he hadn't heard of it. =\

Honestly...if you were to go to any other site youd see the same thing. I should know...i always see a rockinwith such and such when im online and its just cuz some people think alike...theres nothing wrong with that

So now I'm on Twitter @NoahWright. And I write the blog for their website. Plus I do cool programming in-house that you'll never see. =O
