have a computer problem can anyone help?

This is my first post so go easy on me.
I have a pretty good computer. I can play Counter strike very fine on my comp but when it comes to any flash or java or download online game from websites like addictinggames.com, my comp lags like hell and I cant play.
For example when I play FFR i have to play in a low resolution mode so it lags less but it still lags. Here are my computer's specifications :

Asus motherboard
Dual processer 450 Mhz cpus
Scuzzy hard drive and system
I dont have a scuzzy card its built in for more speed
64 megs video card its a 3D prophet
256 megs of ram
and cable internet
I can download with a normal cable internet speed

If you dont know what scuzzy is : its a system a lot faster than IDE. IDE is what most systems use.

I have no Idea why it lags I think its a windows problem but Im not sure.
Can anyone help me?
