Problem uploading to the database

I have been attempting, without success, to upload to the FFR Simfile databse. Each time when I start the upload, it will go a certain distance on the progress bar, then give me a "Cannot locate server" error. I've tried hitting refresh, and it says "Error: E-mail required" as if I hadn't typed anything at all. I'm trying to upload from my library when I get this problem. I would upload from my house, but I only have dial up, which presents another pain in the ass. It will go through the whole upload just fine, but by the time it's done, the site has logged me out from inactivity (about 20 minutes to upload, 5 minutes of inactivity for a logout) and hence doesn't end up uploading the file.

I read that if you make alot of really retarded/bad simfiles, that you might have your ability to upload stripped. Thing is, I haven't uploaded before. So, if anyone might know what's causing this, or might have a solution, any help would be greatly appreciated.
