Okay before I say anything else, are these children taking baths by themselves? Are their parents watching them as they play with their toys in the bathtub? If so, then why didn't they stop them before the destruction happened? If the damage was this severe it would have made a lot of noise and wouldn't have taken just a moment to happen.
Otherwise, I really don't have a problem with this kind of punishment, as long as the child knowingly destroyed something valuable. This way it teaches the child the value of things. I much prefer negative punishment over positive punishment. Negative punishment is when you take something away, in this case their parents are selling their toys. Positive punishment is when you apply some sort of unpleasant stimulus, like when you hit a child when he misbehaves.
