the banner on song/stepfile

my stepmainia wont recognize my banner that i want for this song i was
stepping i named it banner and everything and it still wont work. i made sure i pointed out which picture goes as the background and i reloaded it several times. and when it does work for my other songs its like a 1/5 chance each time i would have to keep reloading it. how do i get it to work the first time i put the banner in the folder?
