Play on judge difficulty 7 for 2-3 weeks then go back to judge 4 and post another score on this song.

Maybe because you were a center screen player and it forced you to start playing as a top screen player?
It should work for most people because it forces people to work on timing.

J6 is better for working on accuracy than J7 because J7 just bumps up the timing window whereas J6 totally changes it.

he's saying that J6 has a new set of timings, whereas j7 is the same timings as j4, except that a perfect would be a great etc.
