4: 7 * 4 = 28
5: 9 * 5 = 45

[sum of weights]
1 + 6 + 15 + 28 + 45 = 95

[average] = [sum of weights] / [amount of combinations]

average: 95 / 25 = 3.8

using your formula:
0.5^(1/2)*4+1 = 3.8284~~~
