Pretty sure you can win most tetris games.
edit: Ah I guess in classic tetris the last level is basically too fast. Maybe if you watched the next piece indicator.

I think it is just a download speed thing. Could be wrong, I only tried on my desktop with high specs.

It just goes on indefinitely until you lose. You can reach a max score of 999999 but it'll just continue the game until you die even after reaching 999999. It has a lose condition instead of a win condition. Same with pac man (although that game is limited to what was possible on the machine back then so it does have a physical end, but it was not written to have an end) and stuff like flappy bird as well.
