Not only is this study just a publication by four people who wrote a book, but it's also quite racist.

The studies were limited and criticized by other psychologists such as Earl Hunt, Professor Emeritus of Psychology at the University of Washington, who said the content was "questionable".

According to the 2006 publication of Richard Lynn's book which was updated with recent and "less biased" statistics, Canada is actually above USA: http://www.photius.com/rankings/nati...try_ranks.html

Believe it or not I think that was somewhat the original idea. Strong independent state governments tied by a loose federal government. Instead now it's pretty much the opposite.
