The worst part is that the time intervals where it has delays are random. It goes back and forth from functioning to just plain derp delay.

Online people said to disable ATI Hot Key Poller and some other program which I don't have. So I'm stumped right now.

Uh, system files can get infected and cause all kinds of problems. I.e. virus.
