Outdated or not, those are the rules on the books, and it is the sacred duty of the mods to enforce them, whatever they may be. Since rules tend to leave a fair amount of room for interpretation, mods are also the ones that are granted the ability to interpret the rules so that they apply to a situation that might come up. Add to all this the fact that they have to do this without pay or (public) complaining in addition to being the mountain of integrity they were before becoming mods, then add the pressures of a normal AFK life, and you can see how they might crack under pressure every so often.
