That's why it's best to avoid public restrooms due to the fact that EVERYTHING tends to have some form of liquid on it. I rest my case.

While I agree that people should be responsible for cleaning up after themselves, restrooms (especially public ones) get dirty after a while. Billing the entire floor sounds ridiculous! Can't your school afford staff or janitors to clean the restrooms?

Everyone on the floor would get billed for having created all of the excess mess (Or whatever the complaint is). It is assumed anyone and everyone makes all of the mess simulataneously. How cheap and sleazy is that?

Because of the fact that I have avoided public restrooms my whole life, my body has become accustomed to only giving me the "oh ****! You gotta go!" signal at times when I would normally be home.
