Make something legal and easier to obtain (either via distribution channels or through lower price) and more people will use it. This isn't really debatable.
What is debatable: The after-effects. The question is whether or not the increased usage would spiral out of control or if people would be able to manage it responsibly. How much higher would insurance premiums increase? How much tax income would be generated? What would happen to death counts? Which drugs would be used, and how much more?
