The apostrophe is necessary, yes. "Neighbour" is the Canadian spelling, while "neighbor" is the American. Neither of them are actually wrong.

Also, SKG, you could have used a semicolon after spelling (i.e., "...both faulty grammar and spelling; it should have been...) which would mean there was only three grammatical errors in that sentence and not four.
