If I submit a keyboard version of a Simfile to FFR, but release a multi-difficulty Pad file online, would it be alright?

You can step a song for both SM and submit a version to FFR as long as the two versions differ.

Since you are steping one for kb and one for pad you should be ok.

if SM version doesn't have completely equivalent chart of FFR version it's ok.

and yes, if using noholds and nomines on the SM chart turns it into the FFR chart it's completely equivalent

Most of us remember the thread against BDN for supposedly ripping most of the steps for PLANETZ from (I think it was) skor's file.
