Do any of you realize a cd cover is supposed to be 300dpi.
Probably not.

It depends on whether it's supposed to be printed or not.
Look at this page for an idea about how big the dimensions should be if it's to be printed: http://www.projectchaos.info/php/artwork.php

We know you don't have a clue, but the designers should.
Any piece that is made to be printed is bare minimum 300dpi, that should be one of the first things you learn as a designer. Guess they all skipped that section.

Yeah pretty much, unless you're just using it as album art for mp3 files.

It's not that they aren't good, its just that the quality is going to look like **** when you print it out, its going to be blurred, grainy, and pixelated. I personally would go for quality, especially if I would be putting your bands image on the line. A good print on high quality paper can mean the difference between garage band and rock star in terms of appearance.

dpi means dot per inch. Changing dpi just means making the image smaller or larger (larger with fewer dots per inch and smaller with more dots per inch) Really low dpi would make the picture have too few dots in between for it to look good, and if the image was scaled larger so it could be printed at 300dpi or even 200dpi it would be really blocky or blurry. It would be best to have it redone.

He knows how to do it. He just didn't. I'm sure everyone stuck with the default 72dpi.

Oops, I pm'd also but I didn't explain how to do it. It's ok to stick with 72dpi though if you know the right dimensions pixel wise instead of inch wise.

If your cd case is 1.287 inches wide and 1.277 inches high, then it would be, but standard cd cases are much bigger than that. I'm not meaning to be rude by saying that, I'm just saying what the size of an image that size printed in 300dpi would be. I'm not really sure off the top of my head what the normal size for cd covers are, and I don't have a ruler around to figure out what it would be, but I'm pretty sure the images in my link posted earlier are the correct size.

I looked it up, the dimensions should be 1425 x 1425 assuming the cover is the regular square 4.75" size.
