"NOOOOOOOOOOOO!" Yelled Foil in horror.
"Don't worry. I'm a wizard" uttered Keywii. And with that, Foil's penis grew back.

The FAQ thread is a very good source of information you should refer to before posting a thread regarding a question.

What is the rhythmic value of each coloured arrow?

You will understand what "rhythmic value" indicates if you have a brief understanding of music. Basically, you could say that a 4th note is a crotchet and an 8th note is a quaver. The following list is an indication of each rhythmic value of each arrow.

Red - 4th note
Blue - 8th note
Purple - 12th note
Yellow - 16th note
Pink - 24th note
Orange - 32nd note
Light blue - 48th note
Green - 64th note
White - ???

White notes are note values which do not correspond to any of the 4th, 8th, 12th, 16th, 24th, 32nd, 48th and 64th notes.

What the **** is a crotchet and a quaver? I've been playing music for 8 years and I've never heard those terms.

Crotchets are on the beat.
Quavers are twice as fast.
Semiquavers are twice as fast as quavers.
Semidemiquavers, you get the idea

Here's how colouring works; it 'falls through', basically. If it qualifies for any lower note interval, the lowest one it qualifies for gives it its colour.
Hence, 4ths are red.
8ths are red when on the beat, blue when not.
16ths are yellow when they wouldn't be red or blue.
32nds, orange
64ths, green

12ths work similarly: if they're not on the beat, they're purple.
24ths that aren't on the beat or offbeat or count as 12ths are pink.
48ths that don't fit into 24ths or 16ths are coloured cyan.

Finally, any other 192nd (that's the most quantized stepmania will let you place a note) that doesn't fit into any note interval is white. It doesn't tell you much because for a typical song the distance between two 192nds is a third of a frame or less, but on average using white notes in place of their nearest coloured counterparts brings you more accuracy (since FFR's frame rate is not perfectly matched up to the song's beat anyway).

A full 64th pattern would go red-green-orange-green-yellow-green-orange-green-blue-green-orange-green-yellow-green-orange-green-red.
A full 48th pattern would go red-cyan-pink-yellow-purple-cyan-blue-cyan-purple-yellow-pink-cyan-red.
Note that both of them are 'interlaced' with the note interval half as fast as them.
