when there isnt anyone called "tom"
and no transaction ever took place.
so im randomly 1000 down.
how do i get them back?

I'm slightly curious how you know you sent them to Tom. You're not a subscriber, so you can't see your credit transactions. So, the only way you would know you sent them to Tom was to have done it yourself. Which would be your fault, and you wouldn't get reimburssed.
