It wouldn't be hard for the controller to tell the console if cymbals are attached or not, and using this information, it could decide whether to differentiate the notes in the chart or not.

Also: it could just use colored squares and circles, and just tell the player to just hit the pad if that's all they've got.

Optional does not mean it can't be fully functional. It is entirely possible for them to make the thing fully backward and forward compatible, and still maintain additional functionality on the new hardware.

Where did you hear this? The only mention of it I've heard is for the Ion kit, and as far as I was able to guess, it wouldn't be supported in game, or, if it is, would work just the same as the first pedal, meaning it'd be a "double setup". That would be dumb as hell.
