We only have a limited number of invites.. if Google releases invites, they obviously want them to be used.

Boris, there is a link in the bottom left of the screen, under all the e-mail stuff, in red text. Click it, and enter the persons first name, last name, current e-mail (not the one they want), and if you want, the reason for giving them the invite, and hit submit.
