Could you be more specific on what you need help with? Is it like you don't know how to do anything in gimp? Basically all you need for a banner is to know the dimensions to set the right image size (for stepmania it's 256x80px, for ITG it's 418x164px) and know how to put text in so you can read what the simfile is. If it's about being creative, you'll need to ask specifically how to do some certain things because there's an infinite amount of things you could do.
