The answer has to be Jean-Claude Juncker (Luxembourg), I know he's the guy I see flash before my eyes when I fall from those blasted trees, so logically it has to be him. Also everyone in the known world knows he had a pet ferret named Gerorge which, of coarse, is similar to a groundhog named Phil. And he helped create a wild life reserve for a close relative to the groundhog, the giraffe, so it has to be him.
